ADDITIONAL CALL FOR PROPOSALS OPEN

Did you miss the deadline to submit a proposal to the 26th IPSA World Congress in Lisbon? Do you have a new research paper or a panel idea that you would like to present at the World Congress?
IPSA is pleased to open an additional Call for Proposals to give the opportunity for new participants to take part in the 2021 IPSA Congress.
We accept new and revised Paper and Closed Panel proposals to the following sessions:

THE UN AT 75: CHALLENGES AND PROSPECTS FOR THE FUTURE OF MULTILATERALISM
19-21 October 2020
The International Political Science Association (IPSA), in partnership with Concordia University and in collaboration with the Konrad Adenauer Foundation (KAS) and the Greater-Montreal and Quebec branches of the United Nations Association in Canada, is holding a virtual conference on the Challenges and Prospects for the Future of Multilateralism to celebrate the 75th anniversary of the founding of the United Nations.
The event is taking place on 19-21 October 2020 to coincide with the month-long celebrations of UN75, which is to culminate in New York on UN International Day, 24 October.
During the three-day conference, prominent experts, diplomats and academics will deliberate on various topics and issues including: Environmental Governance and Climate Change; International Development and Humanitarian Crises; Fighting Inequality and Gender-based Violence; the International Multilateral Trade System; Demographic Growth and International Migration; and the Impact of Digital Technologies on Global Governance.

INTERNATIONAL CONFERENCE ON INFORMATION TECHNOLOGY AND JOURNALISM
The 25th Annual International Conference on Information Technology and Journalism “Internet in the Era of Disinformation” will be held in Dubrovnik, Croatia, on 28-29 September 2020. We are pleased to announce Prof. Nichola D. Gutgold, from Penn State University, as the keynote speaker.
As part of the conference, there will also be an IPSA-supported workshop that has been organized since 2010. This year's workshop, Journalism and Artificial Intelligence, will be held on 28 September and supported by IPSA Research Committee 10 - Electronic Democracy, and Research Committee 22 - Political Communication. The workshop focuses on the relationship between journalism and Artificial Intelligence, as well as the impact AI-generated content and AI-controlled bots can have on public discourse and the shaping of public opinion.

How to Post a News?
As an IPSA member, log into your IPSA online account at ipsa.org and go to My IPSA menu where you will see the various news options under My News.
Choose the appropriate option from the list and complete the form to submit your news. Following the submission, our editors will approve your news in two business days. You will receive an automated confirmation email as soon as it is published on the website. Once your news is published, it will also be posted on our social media platforms (Facebook, Twitter and LinkedIn), followed by almost 150,000 people.

NEW ISSUE OF IPSR PUBLISHED
The latest issue of the International Political Science Review (IPSR) for September 2020 is now online. IPSA members can access the issue and the full IPSR archive from 1980 to the present through their My IPSA menu.
Published by SAGE, IPSR is the IPSA journal committed to publishing peer-reviewed material that makes a significant contribution to international political science. It seeks to appeal to political scientists throughout the world and in all sub-fields of the discipline who are interested in studying political phenomena in the context of increasing international interdependence and change.

A NEW BOOK ON QUALITY OF DEMOCRACY IN LATIN AMERICA
The book focuses on the democratic quality in Latin America by gathering selected articles from leading political scientists who draw a complete picture of what has happened in Latin America in the 21st century.
This book originates from a workshop in Santiago de Chile, organized by the Chilean Political Science Association, the Mexican Political Science Association, the Latin America Political Science Association and Chilean research centers working on democratic quality in Latin America. It was published with the financial support of the Konrad Adenauer Foundation.

IPSA was saddened to learn that IPSA Research Committee (RC) 12 - Biology and Politics President, Dr. Albert Somit, has passed away on 2 August 2020 at the venerable age of 100 years old. On behalf of the IPSA family and the political science community, our deepest condolences go to Dr. Somit’s family and loved ones.
Dr. Somit was involved in developing organizational infrastructure for biopolitics. He developed RC 12 - Biology and Politics in 1975, one of the earliest of IPSA’s research committees. This provided for the development of panels for the IPSA World Congresses and various publications. He continued to serve in one leadership role or another in the RC 12 until his death.

The COVID-19 pandemic put education systems under stress around the world. With the start of the new academic year, the major concerns for university administrators and faculties are related to the re-opening models and their effectiveness to reduce the loss of enrolments for the next year and consolidate strategies for innovation in program delivery. Following the tracking provided by The Chronicle of Higher Education, around 44% of universities in the US are going to adopt a mixed model, with 27% focusing primarily on online delivery, while 6% are opting for a fully online format. Only 19% of Higher Education institutions are planning to adopt a primarily in-person model and a mere 2% are going to return to a fully on-campus model. This trend confirms that COVID-19 is going to be painful for universities but it will also bring change, as highlighted by The Economist in its 8 August issue, The Absent Student (Media Sources on the IPSAPortal).

The problems are getting severe for American, Canadian, Australian and British universities that mostly rely on international students, mainly from Asia (New York Times, Western Universities Rely on China). In 2019, Chinese students numbered 400,000 in the US, 120,000 in the UK (generating £1.5 billion income) and 200,000 in Australia (generating $4 billion income). SBS News anticipated in June that Australian universities could lose $16 billion with international students locked out by coronavirus. National policies on immigration will be crucial to determine where and to what extent the current decline will be permanent. For instance, the US Immigration and Customs Enforcement announced that certain international students will not be eligible for entry or residence in the US if courses are fully online; however, Canada sent a “loud and clear” message by relaxing its immigration policy for international students, which, in some quarters, is being seen as an attempt to entice those who might have gone to the US (e-Learning on the IPSAPortal).
